Protect Aid Workers: Rapid Support for Humanitarian Workers at Risk

Every day, thousands of humanitarian workers risk their lives helping people in conflict and disaster zones. Unfortunately, sometimes they themselves become victims and need assistance.

The European Union’s Protect Aid Workers project was created specifically for such cases — to provide rapid financial support to humanitarian workers who have suffered due to their work.

Who is eligible for assistance?

The program is primarily designed for local humanitarian workers and refugees working in their host country. However, international staff are also eligible for support when there is a demonstrated need.

Support can be provided to:

  • NGO and community organization staff
  • Humanitarian initiative volunteers
  • Red Cross workers
  • Service providers collaborating with humanitarian organizations
  • Healthcare workers financially supported by a humanitarian organization

What cases are covered?

  • Violence: physical or psychological harm sustained while performing humanitarian duties (beatings, injuries, sexual violence, etc.)
  • Arrest or detention: related to humanitarian activities
  • Kidnapping: if a humanitarian worker has been abducted and is being held against their will
  • Threats: to the life or health of the worker or their family
  • Other cases: that have led to physical or psychological harm (for example, traumatic experiences, stress disorders, injuries)

What support does Protect Aid Workers provide?

The rapid response mechanism provides grants of up to €10,000 for:

  • Medical assistance
  • Psychological support
  • Temporary relocation
  • Legal assistance
  • Compensation in case of death

It is important to understand that Protect Aid Workers is not a replacement for insurance. Organizations are strongly encouraged to ensure adequate insurance coverage for their workers.

How to apply?

Applications are accepted in English or French from registered organizations with a bank account and experience in grant management.

National NGOs or community organizations must obtain a letter of recommendation from a DG ECHO-certified partner.
